UST Dormitory Regulations

Article 1 (Purpose) The purpose of these regulations, in accordance with Article 7 of UST’s Dormitory Rules, is to set norms that must be followed by student residents for orderly communal life in the dormitories.

 

Article 2 (Scope of Application) These Dormitory Regulations (hereafter referred to as “Regulations”) shall apply to all student residents. However, the head of the higher division of the department in charge of dormitory operation (hereafter referred to as “head of the higher division”) may adjust the scope of application when deemed necessary.

 

Article 3 (Obligations) Student residents must comply with the Regulations and public morals.

Student residents must make efforts to maintain a healthy communal life and an academic atmosphere.

Student residents must be absolutely quiet and not engage in acts that inconvenience others in the dormitories.

Student residents must clean up, put in order, and cleanly maintain their respective rooms and clean up their respective rooms without fail when moving out.

Student residents must comply with all UST regulations on safety management and be responsible for fire prevention and other safety accidents such as the control of fire equipment indoors.

 

 

Student residents must protect and maintain dormitory facilities with the attention of well-intentioned managers and manage and maintain rented articles.

Student residents must do their utmost to prevent theft.

Student residents must conform to reasonable instructions from faculty and staff members of the department in charge of the dormitories or dormitory resident assistants (hereafter referred to as “responsible personnel”) and actively cooperate with inspections, clean-ups, etc.

 

Article 4 (Entrance and Move-in) Dormitory residents must refer to dormitory application and assignment guidelines that are posted on the dormitory homepage each semester.

Residents may not arbitrarily change rooms and may change rooms only after applying for a room change or exchange through the dormitory homepage and receiving the responsible personnel's confirmation.

 

Article 5 (Use of Communal Articles) No articles within the dormitories may be relocated arbitrarily and, in particular, communal articles must not be relocated arbitrarily, monopolized, or destroyed.

Laundry must be laundered in the designated laundry room.

Special care against fires must be taken when using the ironing room, and the power supply must be cut off without fail and the room must be put in order after use.

When a vacuum cleaner is borrowed and used, it must be returned after the dustbag has been cleaned for the next user.

 

Article 6 (Compensation Responsibility) When residents have damaged or lost dormitory facilities or borrowed articles intentionally or by mistake, they must make compensation in accordance with Attached Table 5.

Article 7 (Advertisements and Postings) Advertisements and postings must bear information such as their posters, posting organizations, posting dates, and removal dates and must be posted using designated bulletin boards after approval has been obtained from the department in charge of the dormitories.

In principle, all student residents' postings shall be posted for a maximum of 7 days or the approved duration. In principle, postings must be removed by their posters after the termination of the posting periods. However, postings not bearing removal dates may be removed immediately, and postings may be removed arbitrarily after their posting dates or removal dates.

 

Article 8 (Obligations to Make Reports) If and when they have discovered any of the following items, student residents must report to the responsible personnel immediately:

1. Damages to or loss of facilities, furnishings, etc.

2. Occurrence of fires, thefts, emergency patients, or other emergencies

3. Discovery of the breakdown of electrical installations, water facilities, etc. or damages to facilities, furnishings, etc.

4. Occurrence of incidents corresponding to any of the items above

 

Article 9 (Terms of Compliance) Residents must comply with the Regulations. If and when they have violated the Regulations, they shall be penalized in accordance with the Dormitory Penalty Point Imposition Criteria in Attached Table 1 and must submit the Dormitory Life Regulation Violation Confirmation Form in Attached Table 2. If and when necessary, they shall be subjected to measures in accordance with the decision of the Dormitory Operating Committee (hereafter referred to as “Committee”).

 

 

Article 10 (Management) Residents must always keep personal and communal spaces clean and make efforts to protect the facilities.

In order to maintain a pleasant living environment, residents must actively participate in clean-ups performed regularly or irregularly.

As for articles arbitrarily left unattended within or around the dormitories for 3 or more days without report, their disposal shall be announced for 7 days. After being relocated to a certain place for disposal, they shall be disposed of 6 months later.

 

Article 11 (Inspections) For safety management and the creation of a healthy dormitory culture, residents must actively participate in inspections of aspects of the dormitories such as the number of people, safety, facilities, and hygiene.

The responsible personnel may arbitrarily visit each dormitory room without notification for safety management and in the occurrence of emergencies. In such cases, reports shall be made to the department in charge of the dormitories.

In principle, the responsible personnel's room inspections shall be regular inspections. However, if and when there are special reasons, special inspections may be performed.

 

Article 12 (Move-out Procedures) When moving out of the dormitories, residents must submit move-out applications 7 days in advance through the dormitory homepage, return rented articles, and receive move-out inspections.

If and when residents do not duly go through the process, they may receive penalty points and be restricted from entering the dormitories in the future.

Personal belongings that have been left after business hours of permitted duration of use may be disposed of based on separate guidelines established by the head of the higher division.

Article 13 (Rewards) In accordance with the Dormitory Reward Point Imposition Criteria in Attached Table 3, the head of the higher division may give reward points to or reward residents who have performed positive actions that set good examples for others in the dormitories or contributed to the enhancement of the dormitory environment.

 

Article 14 (Disciplinary Actions) Residents who have violated the Dormitory Rules and the Dormitory Regulations may be subjected to disciplinary actions.

Details such as the type, time, and method of disciplinary action for violations and the grace period for violations shall be decided by the head of the higher division after deliberation by the Committee.

If and when residents have an objection to the results of disciplinary actions, they may file an objection [Attached Table 4] to the department in charge of the dormitories within 7 days of notification of the decision on disciplinary action. After a review by the department in charge of the dormitories, the reasons for filing the objection received may be redeliberated by the Committee with approval from the head of the higher division.

 

ADDENDA(August. 28, 2020)

 

Article 1 (Enforcement Date) These Regulations shall be enforced from the date that they receive approval from the head of the higher division.

 

Article 2 (Transitional Measures) Actions taken before the enforcement of these Regulations shall be interpreted as having been taken in compliance with these Regulations.
